Though Jean-François started this thread, he is gone for 2 days, so I have
to jump in to clarify some aspects. We will also try to include your
questions and answers in a FAQ to be posted on the CORDIS site. Note that
the original request of Jean-François still aplies independently of these
tentative answers.
1) Type, size and chunks of projects:
There are 4 types of projects that can be submitted in response to calls.
Sometimes the strategy objective description describes which types are open
for which sub-objective, in other cases it is left open. The 4 types of
projects are Integrated Projects (IP), Networks of Excellence (NoE),
Specific Targeted Research Projects (STREP), Coordination Actions (for
instance thematic networks). Refer to the guide for proposers available at:
http://fp6.cordis.lu/fp6/call_details.cfm?CALL_ID=1 for information specific
to a type of projects, and to http://www.cordis.lu/fp6/instruments.htm for
presentation of each type.
Without precise figures, the big size aspect is expected to apply to the
first 2 types (bigger for the IPs). The notion of a project being able to
develop secondary projects, for instance by organising itself calls is
specific to Integrated Projects.
STREPs are similar and size and funding model to the research projects of
FP5, though there are some change in cost models (that it is what costs can
be charged and how funding is derived from them).
Coordination Actions, in particular thematic networks, are support measures,
with up to 100% funding for the cost specific to the action. Traditionally,
their size has varied between 200KEUR and 2MEUR, depending on scale and
content of the work. The main difference between former thematic networks
and the new ones is that when the old thematic networks were very
restrictive on inclusion of any technical work, the new ones would be more
open to include technical development when this development is the creation
of an infrastructure for the network. Precise rules are not fully clear to
me at this stage, but I will try to clarify things further by analysing the
model contracts as soon as they will be posted (announced for January 2003)
2) Licensing
It is true that the F/OSS action line in call 5 of the 5th framework
programme included a requirement for GPL-compatible licensing. Similarly the
call 7 action line had it in its objectives. There is no such precise
requirement in the workprogramme 2003-2004 of the 6th framework programme,
even for the strategy objectives that explicitely call for F/OSS. It means
that:
- Each proposal, to whatever strategy objective, that wants to develop free
/ open source software can only gain credibility by describing and
justifying its licensing choices, or by precising how later choices will be
made.
- It can be useful for proposers to contact the contact persons for each
strategy objective to check if there is any special thinking there on the
licensing issue. The contact persons are listed at

am going to complain, opens OK in Open.Office).
